Dogs and harmful animals are a potential nuisance and danger to the community and its residents. The purpose of this chapter is to regulate the keeping, harboring, care, and behavior of all dogs, the secure confinement or destruction of dogs with dangerous propensities and to prohibit the keeping of certain other harmful animals in an effort to safeguard and promote the health, safety and welfare of the community and its residents.
